Rockcastle County Release Records
A release from the Rockcastle County Detention Center means the jail processed a movement that ended that booking at that facility. It does not always mean the person walked into the community. Bond, time served, a dismissal, or an unconditional court order may lead to community release when no other hold applies. A transfer to another jail, the Kentucky Department of Corrections, federal custody, or immigration custody means confinement continued elsewhere.
No single document answers every question. The jail movement record gives the departure time, movement code, and destination. The Rockcastle court file supplies the order, judgment, or case disposition behind that change. The Kentucky Offender Online Lookup, known as KOOL, reports the status of people in the KDOC population. VINE relays events submitted by participating agencies. Each source describes one part of the custody path, so names, booking or DOC numbers, dates, and agencies should be matched before treating a result as final.
- Release
- A physical departure or movement from one facility.
- Discharge
- The end of a sentence or correctional authority, not merely a move out of jail.
- Time served
- Release after the ordered custody term and credited time have been satisfied.
- Detainer
- A request or hold that may send a person to another authority instead of the community.
Rockcastle Custody Release Types
The release type controls the next search. A roster disappearance alone cannot distinguish a completed sentence from a transfer. Ask for the precise movement description and destination, then use the matching record system.
| Release or movement | What it means | Where to verify next |
|---|---|---|
| Bond or pretrial release | The person leaves pending court proceedings, if no other hold applies. | Jail movement record, VINE, and court bond order |
| Time served or sentence expiration | The local custody term ended. | Release screen, judgment, and jail-credit entry |
| Probation or parole | The person may live in the community under conditions. | KOOL, court order, KDOC supervision office, or Parole Board record |
| State commitment or transfer | The person left Rockcastle but remains in custody. | KOOL current location and movement history |
| Federal or ICE pickup | Another government authority assumed custody. | BOP, federal docket, USMS records, or ICE locator |
Who Sets Rockcastle Release Bonds?
The detention center does not publish a generic bond schedule. Its official bond information says Circuit, District, or Family Court judges or a trial commissioner set bond. A particular amount appears after the current inmate record is opened. Bond-out is a court-authorized pretrial release, not a finding that the case ended.
For a past booking, request the jail departure event and the court’s bond or release order. The first establishes when staff processed the physical departure. The second establishes the legal terms. If VINE reports a release, use that alert as a prompt to check both originating records rather than as a substitute for them. Another detainer can prevent community release even after the Rockcastle bond requirement has been met.
Fields in Rockcastle Release Records
A focused request should identify the booking episode and ask for existing fields, not a new explanation. Rockcastle research supports requesting the booking sheet, movement or release screen, related booking photograph, and destination when a transfer occurred. The court file should be requested separately.
| Field | What it shows |
|---|---|
| Full name and identifiers | The person tied to the booking; compare date of birth or agency number where lawfully shown. |
| Booking number | The key for separating one jail stay from another. |
| Admission date and time | When that custody episode began. |
| Release or movement date and time | When the facility processed departure. |
| Release type or disposition | Bond, time served, court order, transfer, commitment, or another coded reason. |
| Destination or receiving agency | Whether the person entered the community or continued in another authority’s custody. |
| Charges and bond data | Booking-linked allegations and conditions, not necessarily the final court outcome. |
A court judgment can explain the case outcome but may not show the jail’s exact processing time. In the other direction, a jail release code does not prove every charge was dismissed. Keep both records tied to the same case and booking period.
Request Rockcastle Release Records
Send a Rockcastle booking request to the detention center or confirmed county records custodian. Send a state offender request through the KDOC open-records channel. Court orders belong with the Office of Circuit Court Clerk, not the jail. A narrow, signed request reduces the chance of a name-only mismatch.
- State the person’s full name, a useful disambiguator, and a narrow custody date range.
- Identify the exact existing records: booking sheet, release or movement screen, admission and departure timestamps, movement type, destination, and booking image if needed.
- State the qualifying Kentucky-resident basis required by the current KRS 61.870 definition.
- Ask for native electronic PDF or JPEG copies and separable nonexempt portions with protected facts redacted.
- Request a cost estimate before a stated limit and ask that any denial cite the governing exemption.
KRS 61.872 supplies the inspection and response framework, including five business days for an agency response. That period is not a promise that every stored record arrives immediately. KRS 61.874 ties noncommercial copy charges to actual reproduction costs. No Rockcastle-specific photo or release-record price was verified, so obtain an estimate rather than assuming a fee.
The Kentucky Attorney General open-records resources provide the current request form and review route. If material is withheld, ask for the exemption and the nonexempt remainder. Juvenile, medical, victim, witness, sealed, expunged, investigative, and security-sensitive material may require withholding or redaction.
The official open-records guidance is illustrated in the successful manifest capture below. It points readers to the state process; it does not replace delivery to the actual Rockcastle or KDOC custodian.

Rockcastle Release Record Limits
The Kentucky Open Records Act spans KRS 61.870 through 61.884. Public access does not mean every field must be disclosed. KRS 61.878 includes exemptions for privacy, preliminary material, law-enforcement harm, informants, intelligence, and facts made confidential by other law. Agencies should separate releasable material when possible.
Online visibility is also different from legal retention. Kentucky’s local records schedules use different series for different records. Research found an older mug-photograph series with a long retention direction and access limits, while a daily arrest list may be destroyed when no longer needed. Neither fact establishes how Rockcastle classifies every digital booking file or how long a roster entry stays online. Ask the custodian which schedule series applies.
Expungement may explain why a once-public case is no longer visible. The Kentucky Court of Justice expungement process covers qualifying cases under current law. An empty search is not proof that no booking occurred, because spelling, retention, sealing, expungement, access rules, and system scope can all affect results.
Rockcastle JRC Release Records
KDOC’s weekly jail reporting distinguishes the secure detention center from the nonsecure Rockcastle JRC male and female lines. On January 15, 2026, the dated report showed 15 people on the JRC nonsecure male line, including 12 in the Class D category and three marked community-custody eligible. The female and federal JRC lines showed zero. This is a population snapshot, not a release count.
The distinction matters because a state offender can leave a separately reported county component under parole, mandatory reentry supervision, discharge, or transfer. A county-only participant may instead need a jail movement record and court file. Do not infer either outcome from a change in the weekly count. Match the DOC number in KOOL and locate a dated KDOC release entry when the person belongs to the state population.
Find Released Rockcastle County Inmates
Start with the agency that last held the person. Rockcastle has no verified official rolling recent-release feed, so the current roster cannot supply a complete historical answer. The best path builds positive evidence rather than treating disappearance as the result.
- Check the official Current Inmates wrapper only to learn whether the person remains visible in local custody.
- For a named local booking, request the jail release or movement screen with the timestamp, type, and destination. The Rockcastle 24-hour release process explains how to define a narrow range.
- Search KOOL if a felony sentence, state commitment, parole, mandatory reentry supervision, or KDOC county placement may apply.
- Check Kentucky VINE for a participating agency event and the Rockcastle court file for the order, judgment, or disposition.
- For federal or immigration custody, use the BOP or ICE system rather than a county roster.
- When no adequate public screen exists, send a focused request to the record’s actual custodian.
KDOC Search for Rockcastle Releases
KOOL covers people in the Kentucky Department of Corrections population, including some state-sentenced people placed in county jails. It is not a complete Rockcastle booking archive. Search by name, then use the DOC number, conviction, status, location, supervision facts, and dates to separate similar matches. County of conviction and current location are different fields.
| KOOL search field | Use |
|---|---|
| Last and first name | Begin a person search; use spelling variants carefully. |
| PID or DOC number | Identify the state offender record more reliably than name alone. |
| Indictment county | Narrow relevant cases, but do not treat it as current placement. |
| Institution and supervision location | Separate incarceration from community supervision. |
| Projected Release Date From/To | Search an administrative forecast range, not proof of actual release. |
A status showing supervision means physical custody may have ended while correctional control continues. A final discharge has a different meaning. A projected date can change and must not be restated as an actual departure. For a local misdemeanor or pretrial stay, KOOL may have no answer at all; use the jail and court records instead.
Rockcastle KDOC Daily Releases
KDOC publishes a Daily Releases archive for state offenders. A June 16, 2025 report includes Rockcastle County Detention Center in the “Released From” field and demonstrates columns for DOC number, name, type of release, released-from facility, and highest felony class. That is positive dated evidence for a KDOC event from Rockcastle. It does not cover every locally booked pretrial detainee.
Open the relevant month and date, search the PDF for “Rockcastle,” then match the DOC number in KOOL. Preserve the report’s exact release type. Discharge at minimum expiration, parole, and mandatory reentry supervision are not interchangeable. The archive screen below shows the state source where dated files are organized.

Rockcastle Court and Release Proof
The jail and the Office of Circuit Court Clerk share the East Main Street governmental complex but occupy different offices and keep different records. The clerk maintains District and Circuit case files. Those files may contain a bond order, final judgment, dismissal, probation order, shock-probation order, revocation entry, or discharge order. The jail maintains the physical custody movement.
For a reliable match, request the docket sheet and the order relevant to the release, then compare the case number and date with the jail booking and departure. The CourtNet public search entry can help locate a case where access permits, but the clerk is the dependable local route and older files may be stored elsewhere.
The CourtNet interface shown below helps identify the court-record channel. It does not turn a court disposition into proof of the precise hour the jail processed release.

Rockcastle Post-Release Supervision
Parole is conditional community release during a state sentence after the Kentucky Parole Board process. Probation follows a court order and may be imposed instead of, or after, incarceration. Mandatory reentry supervision is a separate statutory route for eligible people near sentence completion. None means the same thing as final discharge.
Begin with KOOL and record the exact status and supervision fields. Rockcastle is served by KDOC Probation and Parole District 20. Confirm the current office assignment through the state directory, then use the court order for probation or the Parole Board and KDOC records for parole. The full Rockcastle post-release supervision process separates these records and explains final discharge.
Rockcastle Release Transition Programs
The detention center’s published programs page describes local offerings that include Alcoholics Anonymous, GED work, Moral Reconation Therapy tracks, relapse prevention, trauma, parenting, relationship, and anger-management programming. These programs form part of the local transition landscape, but the listing does not promise that every person qualifies, that every course is always open, or that completion changes a release date.
Program participation should not be used to infer release. Confirm the custody event through the jail or KDOC record. If supervision follows, ask the responsible officer or court which conditions actually apply. A general facility program list is not an individual supervision plan, court order, sentence-credit award, or proof of discharge.
Rockcastle VINE and Federal Checks
Kentucky VINELink can search a specific person and register free notifications for participating custody events. Rockcastle’s own VINE information says its service scans the jail booking computer every ten minutes. That is a feeder scan statement, not a guarantee that every public roster changes on that cadence or that every alert arrives within ten minutes. Kentucky also warns that one person may have separate jail and DOC VINE records, so registration may be needed on both.
Federal records require different tools. The BOP Inmate Locator covers federal inmates from 1982 forward and can show a past release date. A local transfer to the U.S. Marshals or BOP is not community release. The ICE Online Detainee Locator is relevant when the jail record shows an immigration pickup or detainer. “Released to ICE” means an interagency transfer unless later evidence shows community release.
The BOP screen below is the correct federal search channel. No BOP or official ICE detention facility was identified in Rockcastle County.

Where Rockcastle Release Status Appears
Choose the system by custody type and the question being asked. A current roster answers a present-custody question. A movement record, dated state release report, or federal result can provide affirmative release evidence.
| Source | Best use | Key limit |
|---|---|---|
| Rockcastle Current Inmates | Check present local jail visibility | No verified release archive or 24/72-hour feed |
| Jail release/movement record | Confirm local departure time, type, and destination | Does not supply the full court outcome |
| KOOL and Daily Releases | Verify KDOC custody, supervision, release, or discharge | Not every county booking belongs to KDOC |
| VINE | Receive participating-agency change alerts | Secondary data may lag and needs verification |
| Rockcastle court file | Find the legal order and case disposition | May not show exact jail processing time |
| BOP or ICE locator | Check the relevant federal custody system | A county transfer is not federal release |
Rockcastle County Release Facilities
The Rockcastle County Detention Center is the primary local jail. Its movement record is the direct source for the event that ended a booking there. Rockcastle JRC is a separately named nonsecure component in KDOC reporting, not proof of an independent jail administration. State-sentenced departures from either may require KOOL and a dated KDOC release file, while county-only departures require the jail and court records.
Rockcastle has no identified KDOC prison, BOP institution, or official ICE detention facility within the county. A Rockcastle conviction can still lead to a state placement elsewhere, and a local federal or immigration transfer can lead outside the county. Search the current custodial authority instead of naming a distant institution without an individual record.
