Rockcastle VINE Inmate Coverage

Kentucky calls the service VINE, meaning Victim Information and Notification Everyday. The Kentucky Department of Corrections VINE information says it gathers information from jail booking systems, prisons, and mental-health facilities. Rockcastle County Detention Center also publishes a local VINE service page, confirming a local booking-system connection.

Coverage does not make every record the same. A person moving from the Rockcastle jail into KDOC custody may have both a jail record and a DOC record. Kentucky warns that duplicates can occur during that path. Search and register on both records when both are present. VINE does not cover a federal BOP sentence, and an absence is not proof that no custody exists.

Use VINELink or the Kentucky state portal and search one person at a time. A partial name may help with spelling, but a broad result needs careful identity checks. Compare the agency and identifier before opening a record.

1. Select Kentucky and choose “Find an Offender.”
2. Enter a partial or full name, or use a jail or DOC identifier when known.
3. Compare agency, identity details, and identifier across all matching results.
4. Open the correct record and read the displayed custody status and event source.
5. If both local-jail and DOC records appear, inspect each because they may represent different stages.
6. When a result shows the person outside that agency’s custody, verify the event with the jail, KOOL, KDOC Daily Releases, or the proper custodian.

Do not select by name alone. Aliases, spelling variations, common names, and more than one booking can produce a false match. Use at least two non-sensitive details plus the booking or DOC number where possible.

Rockcastle VINE Release Fields

VINELink is a dynamic vendor service, so field wording and display can change. The research supports the field types below, not one universal phrase for every released result. Copy the exact status and category that appears on the live record.

Kentucky notification definitions include advanced release, release on parole, court-ordered release, shock probation, post-incarceration supervision, return to custody, and escape. These categories must not all be shortened to “free.” Parole, for example, can mean the person left a facility while remaining under correctional supervision.

Register Rockcastle Release Alerts

Registration is most useful before the expected event. Open the correct VINE record and choose the notification option. Kentucky says registration is anonymous to the offender, and more than one phone number or email address may be registered.

1. Choose “Notify Me of Status Changes” on the matched record.
2. Select an offered phone or email delivery method and enter the contact information.
3. For telephone registration, create the requested four-digit PIN.
4. Complete any email or interface confirmation that appears.
5. When a notification call arrives, enter the PIN to confirm receipt.
6. Register separately on the jail and DOC entries when both records exist.

Telephone registration can also be managed through 800-511-1670. If a call is unanswered, VINE may leave a message and keep calling during a 24-hour period until the PIN is entered. Calls can arrive at any hour. A line that always goes to a switchboard cannot be registered.

An alert subscription is not a promise that one specific release will occur. Agencies also report transfers, escapes, returns, hearings, and other events. Read the message closely, note the source agency, and preserve the category.

Rockcastle Ten-Minute VINE Scan

Rockcastle’s official VINE page says VINE scans the jail booking computer every ten minutes. That local fact makes VINE a more direct alert path than guessing from disappearance on the current roster. It does not guarantee delivery within ten minutes.

Several steps remain between a booking-system update and a useful notification. The source agency must code the event, the feeder must transmit it, the vendor must process it, and the chosen phone or email route must work. Duplicate jail and DOC records can also make one event appear differently. Kentucky recommends registration on both records when both exist.

Note: A transfer alert confirms a custody change, not community release; check the destination before drawing a conclusion.

Confirm Rockcastle VINE Events

VINE is a notification layer, while the originating agency holds the record. If Rockcastle VINE reports a release or an out-of-custody result, ask the detention center for the booking and movement record. Compare the event with the Rockcastle District or Circuit Court case when bond, dismissal, probation, or another judicial order may control.

For a Kentucky state offender, open KOOL and compare status, current location, supervision, offense, sentence, and dates. A projected date predicts an event; it does not prove release. An active-inmate result at another location indicates continuing custody. Supervision suggests institutional release with correctional control, while discharge or expiration is stronger evidence of sentence completion.

The county-jail, state, and federal paths must remain separate:

Rockcastle VINE Phone Alerts

The toll-free telephone channel is an access route as well as a delivery method. A caller can manage registration through 800-511-1670 when web access is difficult. The correct offender record still must be identified, and the four-digit PIN matters because it tells the calling system that the notice reached the registrant.

A phone that routes every call to an operator or switchboard cannot be registered. Use a number that can receive an automated call and allow the caller to enter the PIN. If more than one person needs notice, Kentucky permits more than one phone number or email registration. Each person should retain the PIN and the source record details.

VINE calls may arrive at any hour because custody changes do not follow business hours. An unanswered call can lead to a recorded message and more attempts during the documented 24-hour calling window. That pattern concerns delivery attempts, not a promise that the underlying jail event will reach VINE within a set period.

When the call arrives, write down the stated agency, event category, and time. Then call the named custodian through independently verified contact information. Never use the incoming call alone to decide whether the event was a community release, transfer, parole event, or return to custody.

Rockcastle VINE Reliability Limits

KDOC documented a vendor incident from February 3 through February 6, 2026 that generated false alerts claiming certain state inmates had been released. The department stated that those alerts were false and posted actual releases during the outage. That documented incident is a clear reason to cross-check urgent results.

No alert can also be ambiguous. The registration may not have completed, the contact channel may fail, a source update may lag, or the person may be in a system outside VINE. No result likewise does not prove the person was never in custody or has not been released.

Rockcastle Registrant Records Differ

Kentucky’s public sex-offender registry is a separate path for the limited group required to register. It can show identity, conviction information, registration status, and whether a person is reported on probation or parole. It is not a general released-inmate index.

A compliant registry result concerns registration duties. It does not prove there is no warrant or other custody issue. No result cannot establish that a person was never released because most released people are not subject to that registry, and duties can end. Use VINE for participating custody events and the originating release record for the legal movement.
